
The Civil Aviation Authority of the Philippines (CAAP) successfully facilitated a two-week On-the-Job Training Instructor (OJTI) course for Air Traffic Control (ATC), specifically designed for Facility Training Officers (FTOs).
Launched on 16 June 2025, at the Civil Aviation Training Center (CATC) in Pasay City, this specialized training equips participants to excel as OJTIs and FTOs in air traffic services, imparting essential instructional and supervisory competencies.

OJTIs and FTOs guide trainees in live air traffic environments, ensuring crucial real-time decision-making. They act as frontline quality assurers in the ATC training system, promoting an enhanced safety culture, and evaluating trainee readiness for full controller duties.

In accordance with global aviation training benchmarks, the comprehensive curriculum features both classroom instruction and scenario-based table-top exercises, covering adult learning principles, safety management, human factors, OJTI course preparation, performance monitoring, feedback techniques, and assessment and report writing.
As the pioneer class of this program, “Pantas OJTI Batch 01/25” was composed of 12 highly experienced Air Traffic Controllers from aerodrome, approach, and enroute control divisions across Luzon, Visayas, and Mindanao. This ensures a wide, national reach of advanced training that strengthens air traffic control expertise nationwide.
The successful delivery of the program reflects CAAP’s dedication to developing globally competitive Philippine aviation professionals, aligning with President Ferdinand “Bongbong” Marcos Jr.’s and Department of Transportation (DOTr) Secretary Vince Dizon’s vision for a stronger, more secure aviation sector, equipped with adequate personnel that can expertly handle the challenges of increasing air traffic.
Following the high turnout of the recently concluded nationwide entrance examination for aspiring Air Traffic Management Officers last Saturday, June 28, this training advances the Authority’s capacity to prepare a new generation of highly qualified air traffic controllers.
As airspace operations become increasingly complex, the pivotal role of qualified OJTIs and FTOs remains crucial for maintaining safety and operational efficiency across Philippine skies.
