On Tuesday, 15 April 2025, the Civil Aviation Authority of the Philippines (CAAP) and the Bases Conversion and Development Authority (BCDA) have officially signed a Memorandum of Agreement (MOA) to formalize their partnership on the operation and maintenance (O&M) of Clark International Airport’s Communications, Navigation, and Surveillance/Air Traffic Management (CNS/ATM) facilities.


Under the MOA, CAAP will be responsible for the operation and maintenance of Clark Airportβs Air Traffic Services (ATS) and CNS/ATM facilities, ensuring the safe and efficient management of air traffic in and out of the airport.
Meanwhile, BCDA, as the owner of the facilities, will shoulder the costs related to the procurement of parts and upkeep of ancillary equipment.
In his message, Director General LTGEN Raul L Del Rosario AFP (Ret) said that CAAP will ensure the continued operational reliability of Clarkβs CNS/ATM systems, which is essential in supporting the airportβs growing air traffic.


CAAP and BCDA’s partnership speaks to a broader goal of improving passenger experience in Clark Airport. With a more efficient CNS/ATM, passengers can look forward to smoother journeys and fewer flight delaysβsmall but meaningful changes that add up to more time spent on things that matter most.
