ASEC Bernabe holds a Master’s Degree in Business Economics from the University of Asia and the Pacific and a Bachelor’s Degree, Major in History and Political Science at De La Salle University. He is the former Mayor of the City Government of Parañaque, serving his constituents for almost 15 years.

His leadership received multiple recognitions and awards from highly respected organizations and institutions in the country.

Currently, ASEC Bernabe assists in the planning, implementing, monitoring, and evaluating policies, plans, programs, and projects of the DILG about public safety. He also oversees the Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and the Philippine Public Safety College (PPSC).
