In its efforts to standardize and streamline its processes, the Civil Aviation Authority of the Philippines (CAAP) is currently undergoing a series of activities and workshops for the development of its quality management system (QMS) in order to comply with ISO 9001:2015 standards.

The ISO 9001:2015 is a process-based international standard for a QMS, ensuring an organization’s processes has all the requirements for standardization and quality assurance.

With the help of the Development Academy of the Philippines (DAP), whose Government Quality Management Program has included CAAP as one of its beneficiaries, the Authority is receiving guidance in the adaptation of relevant ISO management systems and standards. These activities will integrate relevant provisions of pertinent laws and/or rules and regulations that will help CAAP develop a culture of quality and integrity in governance that is characterized by citizen-focused and well-performing government organizations.

At present, the CAAP has already undergone 6 out of the 15 workshops/courses. Among these are the workshops on process-mapping and risk-based quality planning, the workshop on QMS Documentation, and the training course on ISO 9001:2015. The remaining 10 workshops and courses are scheduled until November 2019, with the Authority assigning members from each service to participate in the process.

In his flag raising message delivered to the CAAP community at its Central Office in Pasay City on August 5, Deputy Director General for Administration MGen. Ricardo Banayat AFP (Ret.) called on his fellow civil servants to “to support this project for the development of a QMS certifiable to ISO 9001:2015 standard by early 2020.”

Once certified in ISO 9001:2015 standards, CAAP employees will have the chance to be granted with Performance-Based Bonus (PBB), which is a bonus given to employees based on their contribution to the accomplishment of their Department’s overall targets and commitments.

Aside from ensuring that the Authority’s processes, services, and products are of high quality, the certification will also provide customers and stakeholders the assurance that CAAP’s services will be delivered on schedule and with fewer errors.

Through the initiative, the CAAP hopes to embody the vision of its officials and employees, while also upholding the discipline of the agency.
