
On Monday, May 26, in a proactive move to strengthen aviation security, the Civil Aviation Authority of the Philippines (CAAP), through the CAAP Security and Intelligence Service (CSIS), commenced this yearโs Airport Security Program (ASP) Writing Workshop at the Savoy Hotel, Pasay City.
In line with President Ferdinand Marcos Jr.โs directive to prioritize passenger safety and security, this weeklong initiative aims to address the critical need to understand and adapt to evolving threats in aviation, empowering participants to craft more effective and compliant security blueprints for the nation’s airports and air travelers.




The workshop, in collaboration with the Office for Transportation Security (OTS), will delve into key components of an ASP, including risk assessments, access control measures, screening procedures for passengers, crew, and cabin baggage, cargo security, cyber security, and emergency response protocols.
Participating security managers and personnel across CAAP airports nationwide will learn how to identify vulnerabilities, develop mitigation strategies, and integrate technological advancements into their security plans.
Furthermore, a key focus of the program will be on developing clear, concise, and unambiguous language in document drafting, ensuring that security personnel can easily interpret and implement the procedures.
In his address during the opening ceremony, CAAP Director General LTGEN Raul L Del Rosario AFP (Ret) underscored the importance of the ASP workshop in bringing the countryโs aviation security to new heights, calling upon participants to assume an active participation in nurturing a culture of proactive security.
โCompleting our ASP shall ensure that our systems, documents, and personnel are aligned with national requirements and international standards. Our new ASPs will also ensure adherence to the demands of a rapidly changing security landscape. This will strengthen our airport security framework, enhance interagency collaboration, and deliver updated, robust, and standardized airport security programs,โ said DG Del Rosario.
