The Air Traffic Service is one of the two (2) Services under the Civil Aviation Authority of the Philippines mandated to do the following:
  • Provision and management of Air Traffic Services in accordance with established national and ICAO standards and recommended practices.
  • Administration and implementation of operational plans and programs.
  • Establishment and proper utilization of controlled and navigable airspace within the Manila Flight Information Region.
  • Development of ATS rules, regulations, procedures, standards and policies.
  • Provision of training and career development of ATS personnel. 
MISSION
  • To prevent collisions between aircraft and between aircraft and obstruction;
  • To maintain an orderly and expeditious flow of air traffic;
  • To provide air traffic advisory and information required for the safe and efficient conduct of flights;
  • To alert/coordinate the Search and Rescue service required by civil aviation in coordination with relevant agencies;
  • To provide telecommunication services between specified fixed points including air-ground communication for the safety of air navigation;
  • To ensure the flow of information necessary for the safety, regularity and efficiency of air navigation.

guaranteeing safety of each flight, improving provision of rescue and emergency services,
upholding appropriate and timely support for victims of incidents and accidents, and
continuously supporting programs for research and development
relative to ensuring air traffic safety.

ATS Functions

Director Air Traffic Service
  • Provision and management of Air Traffic Services in accordance with established national and ICAO standards and recommended practices.
  • Administration and implementation of operational plans and programs.
  • Establishment and proper utilization of controlled and navigable airspace within the Manila Flight Information Region.
  • Development & formulation of ATS policies, rules, regulations, procedures and standards.
  • Planning and implementation of ATS infrastructure projects.
  • Provision of training and career development of ATS personnel.
  • Coordination with international organization on development of new facilities, procedures and standards appropriate to be evolving technology.
  • Conduct periodic evaluation of A TS operations and subsequently plan and organize its improvements.
Safety Management System staff
  • Carry out Safety Performance Monitoring (provides the means by which the ATS can verify that its safely performance targets)
  • Perform Safety Assessment (provides a mechanism for identifying potential hazards and finding ways to control the risk associated with them)
  • Regularly perform Safety Auditing
  • Safety Promotion
Air Traffic Control and Airspace Management Division
  • Supervise and manage Air Traffic Control Services provided within the Philippine airspace and all controlled airports to ensure safe, orderly and expeditious conduct of air traffic.
  • Conduct investigations of aircraft accidents/incidents and perform safety monitoring of the operations of ATC facilities.
  • Implement and update air traffic control plans and programs.
  • Maintain liaison with other aviation sectors and related agencies.
  • Recommend HRD training requirements.
  • Provide administrative services to personnel under its jurisdiction.
  • Plan and organize the most effective use of the Philippine airspace and air traffic flow within the area of responsibility. 'Effectively exploit/utilize the airspace in accordance with the legitimate requirements of the various airspace user.
  • Represent the country in international talks on matters of airspace utilization.
  • Ensure that the total traffic at any given point in any given area is compatible with the capacity of the air traffic control system.
  • Resolve simultaneous user demand.
  • Research, evaluate, and develop new systems and equipment that will maximize airspace capacity.
Aeronautical Information & Communication Division
  • Ensure the flow of information necessary for the safety, Regularity and efficiency of international air navigation.
  • Satisfy the uniformity and consistency in the provision of aeronautical info that is required for the operational use by computer-base navigation system.
  • Oversee the admin of Aeronautical Information service aerodrome units.
  • Maintain direct liaison with foreign AIS and related service For the required global dissemination and exchange of aeronautical information/data.
  • Recommend HRD training requirements.
  • Provide administrative services to personnel under its jurisdiction. 'Supervise and manage National & International Aeronautical Telecommunications. Flight Information and assistance service nationwide.
  • Coordinate and report investigation of aircraft accidents/incidents within its area.
  • Provide frequency management and utilization to ATC/COMs, Navigational aid facilities including private aeronautical stations.
  • Implement& update communication plans and programs.
  • Maintain liaison with other aviation sectors and related agencies.
  • Recommended HRD training requirements.
  • Provide administrative services to personnel under its jurisdiction.
Planning Evaluation & Personnel Division
  • Plan for future ATS organization relative to the New CNS/ATM System
  • Plan the shift / transition to the new technology from the current earth base so that there will be no operational interruption in air traffic services.
  • Provide overall administrative services.
  • Execute administrative policies, rules and regulations.
  • Pre-control ATS funds and properties.
  • Analyze management problem and provide solutions.
  • Review and update the Administrative Manual.
  • Monitor and provide logistical support for ATS general service requirements.
  • Programs training requirements , facility proficiency and career development of ATS personnel.
  • Plan, develop and implement projects for ATS
